Idea: tie pattern searching into lotteries

Right now there is software that aid scientists searching and sifting
through data to find rare matches. Sometimes this is done automatically
using software, and other times it is done manually. There has been some
effort and encourage manual processing using gamification. But another idea
would be to tie it to lotteries. Basically a match would be like a win.
There would be no cost to enter, and you could play as often as you like.
To encourage people to play, there could be random winners picked even if
there are no matches found. The government could sponsor kiosks that people
could use in public spaces as well as let them access online.
